 S296 Feedwheel/Tension wheel.
 
This part pulls the banding tight and works with the gripper  to achieve tension on the banding. It is common for this part to wear out causing it to slip when tensioning the band. If the wheel just "spins" on the band, it is likely that this part needs replaced.
 
This feedwheel is directional and is easily replaced.
